This letter confirms the matters discussed during a telephone con-versation on April 21, 1978 between you, Larry Bean of your staff and J. F. Donahue and J. L. Belanger of this office related to guard fireams qualification and vital area door check records at Dresden Station. The questionable qualification records, possible impropri-eties in the manner of conducting firearms requalification and the apparent falsification of vital area doors checks were reported to us by members of your staff on April 17 and 19, 1978.
Based on the above conversation, it is our understanding that the following will be accomplished within the below specified time frames:

Take immediate steps to requalify those guards identified to date who appear to have questionable or falsified firearms certifications. Completion of certification will be witnessed by Ceco. To be completed by May 5, 1978.
2.
Take immediate steps to determine the extent to which additional guard force members are not fully firearms qualified.
If such non-qualified guards are identified, they will be requalified and their requalification witnessed by CECO.
To be completed by May 29, 1978.
