Mr. D. Robert Eower Treasurer Gentlemen:

Co- =cr_ith Edison Conpany, by letter dated September 17, 1963, has recuested authorization to (1) increase the maxinum allowable steady statt heat flux limits of the various types of fuel in the Dresden reactor, and (2) decrease the mininum burnout ratio for each type of fuel. By letter dated March 25,196h, Commonwealth revised its request for an increase in maximum heat flux to in-clude only Type I and Type III fuel. Item (2) was authorized by Change No. 6 dated March 13, 196h. This change, designated Pro-posed Change, No. 8, and considered pursuant to the provisions of Section 50 55 10 Cm 50, relates only to item No. (1).

have concluded that Change No. 8 does not present significant Racards considerations not described or implicit in the hazards (Q

su~. nary, report and that there is reasonable assurance that the health and safety of the public will not be endangered. A re-d lated hazards analysis is attached.

In view of the foregoing, the tabulation in Section D.3, page 12-in the Technical Specifications, is hereby changed to read as follows:
