The proposed change would:
i 1.
establish airborne effluent limits for Dresden 1 based on combined f
discharges from Units 1 and 2, and

2.
establish minimt= shif t and control rooci staffing requirements for operation of multiple units.

I The calculation of off-site doses resulting from airborne effluents is complicated by multiple nuclear units operating on the same site with different discharge stack chart:teristics. The airborne discharge limits necessary to assure acceptable doses must be expressed in equations which relate the limits for each discharge stack. We have evaluated the equations proposed by the Cocunonwealth Edison Company for establishing

the effluent limits for noble gases, iodines, and airborne particulates t
from Dresden Units 1 and 2 and find them acceptabic.
Operation of the Dresden Units 1 and 2 compicx from a common control room requires more operating personnel than were required for Unit 1 l
operation; however, some personnel will perfort duties in both unit.s.
He have reviewed the proposed shift staffing for normal operation and cinimum control room staffing requirements and have concluded that thecc staffing requirements provide reasonable assurance that the operatica will be performed in a safe manner.

Coccionwealth Edison Company 2-Based on tae preceding considerations, we have concluded that operation of Dresden Unit I as proposed does not present significant hazards con-siderations not described or implicit in the Dresden 1 Hazards %=ary Report (Safety Analysis Report) and that there is reasonable assurance that the health and safety of the public will not be endangered by opera-tion of the reactor in the manner proposed.
Accordingly, the Technical Specifications of Facility License No. DPR-2 are hereby changed as set forth in Attachment A to this letter.
