Dear Mr. Keppler:

The following is in response to an inspection con-ducted by Mr. L. R. Greger on January 24-27 and February 2 and 23-24, 1978 of activities at the Dresden Station.

Reference (a) indicated that two items appeared to be in noncompliance with NRC requirements.

Our response to these items is addressed in the attachment to this letter.

Please refer any additional questions you might have on this subject to this office.

t INFRACTION Contrary to Technical Specification 4.8.A.l',

the D-1 chimney gaseous monitor was not adequately calibrated during the last three quarters of 1977.

CORRECTIVE ACTION TAKEN AND THE RESULTS ACHIEVdD A new technique for calibrating the D-1 chimney radiation monitor was used during the first quarter of 1978.

The technique is essentially the same as that currently 'cing used on Unit 2/3 chimney monitor and consists of the following steps.

1.

An electrical calibration of the instrumentation.

2.

A monitor response check using a series of cesium-137 sources that includes the normal operating range of the monitor.

3.

A correlation between the monitor response and gaseous

~

activity released as determined by isotopic analysis of 1

the effluent gases.

With the completion of these three steps, we believe to have a totally. functional and calibrated radiation monitor.

CORRECTIVE ACTION TO BE TAKEN TO AVOID FURTHER NONCOMPLIANCE Future quarterly calibrations of the D-1 chimney monitor will be accomplished using the technique listed above.

DATE OF FULL COMPLIANCE Full compliance was achieved with the calibration performed on March 17, 1978..

j Commonwealth Edison NRC Docket Nos. 50-237 50-249 ATTACHMENT INFRACTION Contrary to Technical Specification 4.8.A.1, the Unit 2/3 reactor building ventilation stack gaseous monitor was not adequately calibrated during 1977.

CORRECTIVE ACTION TAKEN AND THE RESULTS ACHIEVED Calibration of the Unit 2 and Unit 3 reactor building vent stack radiation monitors for noble gas releases was achieved early in April, 1978.

The G-M detector response check, performed quarterly by the instrument mechanics, was expanded to i?clude the normal operating range of the monitor.

Calibration was acccmplished by correlation of the monitor response with gaseous activity released as determined by grab sample isotopic analysis.

CORRECTIVE ACTION TAKEN TO AVOID FURTHER NONCOMPLIANCE Future quarterly calibrations will include the method outlined above.

DATE OF FULL COMPLIANCE Full compliance was achieved on April 10, 1978 for Unit 3 and April 11, 1978 for Unit 2.
