Comm:nwraith Edis:n NRC Dockat Nos. 50-10 50-237 Attachment 50-34" INFRACTION Contrary to Technical Specification Table 4.2.1, calibration of the under voltage emergency bus relays was not accomplished during the refueling outages occurring in 1976 on Dresden 2 and 3.
DISCUSSION Calibrations of 4KV clectrical bus auxiliary relays.
are normally completed by Commonwealth Edison Company's Operational Analysis Department (OAD) on a frequency of approximately once per two years.
Consistent with this policy, the 4KV emergency bus under voltage relays were being ca.librated on a frequency of approximately once per two years rather than every refueling outage as specified in the Technical Specifications.
CORRECTIVE ACTION Dresden Unit 3 emergency bus under voltage relays were calibrated prior to startup on 4/8/77 by OAD in accordance with an approved Special Operating Procedure.
Arrangements have been made to have OAD calibrate the Dresden 2 cmcrgency bus under voltage relays during the next scheduled outage planned to last more than 36 hours4.166667e-4 days <br />0.01 hours <br />5.952381e-5 weeks <br />1.3698e-5 months <br />.
CORRECTIVE ACTION TO AVOID'RECURREUCE The computerized refueling surveillance schedule will be changed to require the emergency bus under voltage relays be calibrated every refueling outage.
Station procedures will be initiated and utilined by OAD to calibrate the emergency bus under voltage relays.
DATE OF FULL COMPLIANCE Dresden U' nit 3 was in full compliance with the Technical Specifications on 4/8/77.
Dresden Unit 2 will be in full compliance following the next scheduled outage planned to last more than 36 hours4.166667e-4 days <br />0.01 hours <br />5.952381e-5 weeks <br />1.3698e-5 months <br />.
