The attached report of an unannounced inspection of the subject facility
on August 29, 30, 31, 1972, and September 1, 1972, is forwarded for
information.
Nine items of nonconformance dealing with quality assurance and code
commitments as described in Supplement A to Proposed Change No. 17 to
the facility license were communicated to the licensee. These items
are included in RO Report No. 050-010/72-01 and are associated with
the installation of the core spray system.

The installation of the emergency core cooling system was started before
official approval of Proposed Change No. 17 to the license was given by
Licensing.
In previous discussions with Headquarters personn(1 on this
matter, we had been informed that Licensing had sanctioned the start of
the installation prior to their final approval of Proposed Change No. 17.
Os this basis, we do not feel that enforcement action associated with
the start of installation of the emergency core spray is appropriate.
