Technical Specifications On May 1, 1974 a meeting was held at the corporate office of'the FJorida Power Corporation (FPC) concerning Technical Specifications for Crystal River Unit 3.

The comments made by headquarters staff sections along with those received from RO's field office were discussed with the applicant's i

representatives (list of participants attached). FPC agreed to incorporate the comments in a marked-up copy which is to be supplied to the staff (EPM) i no later than June 17, 1974. This will then be reproduced as the AEC working draf t and serve as the basis for further discussions between the i'

staff and applicant.

. The applicant was asked to provide a bases for any comments which are not considered to be acceptable.

It was also noted that the critical pathway

.used in the proposed Tech Specs did not agree with the'one used by the staff in the FES. This item must 'ce resolved and may require a meeting i

subsequent to the June '17 submittal.

The current schedule for completion of the Tech Specs calls.for staff and field review of the AEC draft by August 16.

This review will be followed by a meeting with the applicant and finalization of the Tech Specs by mid-Sep tember. Since the fuel load date has now slipped until January 1975 a final review of the completed Tech Specs will be conducted 30 days prior i

f Environmental Monitoring Program-The remiannual meeting on environmental research programs at Crystal River was held on May 3, 1974 The principal members of the interagency committee were participating in an EPA public hearing in Clearaater and were unable to attend this meeting. this and previous documents to ensure that no missing links will suddenly appear in September or October.

If a problem exists, this matter should be immediately called to the attention of D. Sells (301)443-6990.

EPA Public Hearing

~

On May 2,1974 I attended part of the EPA's public hearing in Clearwater, Florida for a discharge permit for FPC's Anclote fossil plant.' The hearing was heavily attended with representstives from EPA, FPC, Depardment of Interior, National Marine Fisheries Service, Florida Follution Control Agency and other Federal and State agencies.

In addition, 24 individuals requested time to make a statement for the record.

I might add that several representatives from other utilities were noted in the audience.

The record of this proceeding is to be kept open an additional 14 days to allow for receipt of written statements for the record.. As I understand it, the procedure then calls for a ruling by the EPA Regional office.

Following this an adjucatory proceeding can be requested.

The next administrative step is an appeal to the Administrator of, EPA. This appeal can be followed by action in a Federal Court.
