Enclosed herewith is the Florida Power Corporation response to federal agency specifications and guidance in recent months for adjustments to our environmental research program at the Crystal River Flant.

The adjustments of the research. program specifically address the stipulations set forth by the AEC in its Final Environmental Statement dated May 1973 and stipulations set forth by the U. S. Environmental Protection Agency. In both cases, other federal agencies including the U. S. Department of the Interior and National Oceanographic and Atmospheric Administration have been participants in setting the research requirements. This has enabled Florida Power Corporation to develop a single research program for Crystal River that is responsive to the total federal guidance.

The intensive effort in recent weeks to modify these programs to be responsive to the federal guidelines has resulted in a program definition that is largely responsive to those needs and represents a best practicable effort. We trust that your review of the program will result in mutual concurrence with our plans in the near future, and we look forward to the success of this most important work prior to November 1974.
