Dear Mr. Davis:
In reference to your letter of January 27, 1972 regarding apparent non-j compliances at the Crystal River Unit #3 facility, we wish to advise you of the action taken by Florida Power Corporation. With reference to Item No.1 of your enclosure, we have taken the following action.

Following the AEC/ DOC site visit, and exit interview on December 10, 1971, l
our QC supervisor _ brought the problem of the inconsistencies in the B&W document packages to the attention of their site representative. At that time the B&W Cocpany site QC inspector audited these data packages in de-tail and summarized the apparent deficiencies he found. He forwarded these l
findings to the B&W project management requesting that B&W Quality Assurance i
review the data packages. The B&W Cons truction Company site records now l
indicate that tha document packages for the subject pumps are presently under investigation by B&W Quality Assurance. We have been advised that B&W will provide Florida Power Corporation with their plan for a do'cument package review by March 1,'1972.
In addition to these serions, and as a result of the AEC letter of January 27, 1972, Florida Power Corporation of ficially notified B&W Company that Florida Powcr Corporation is completely rejecting all of the B&W document packages in their present condition...
It is our observation.that the problem concerning the B&W document packages is primarily_one of an inadequate system for'the collection of dsta for the individual pieces of equipment, rather than a lack of credibility in regard to the documentation itself.

. site visit, instructed our inspection agency by letter to initiate a new form for use in recording concrete surf ace defects. Our inspection agency was advised that this failure to report this defect was a viola-tion of their own job site procedure. The defective area has been docu-mented and an investigation as to its magnitude was initiated. The specific defective area, approximately two inches high and six inches long, was actually determined to be in Pour No. 227 at elevation 102 ft.
9 inches which is directly below Pour No. 263 as reported in your letter.
. Construction personnel are now presently utilizing this new form for inspections made upon removal of all placement forms.
It is our opinion that the above actions will adequately insure that these noncomformances are adequately documented, and that actions to pre-vent their reoccurence are now and will in the future be instituted.
I as enclosing, under separate cover, a copy of the Florida Fower Corpor-ation Quality Manual, Volumes I and II as per your request. Please be advised that these manuals presently are being revised so as to include additional areas within the responsibilities of the Generation Engineering and Construction Department. Many of the sections are having slight re-visions made to them so that they may be applied to the present construc-tion of conventionally fired generating f acilities as well as future nuclear plants.
