l Regulatory Operations' Inspection Report 50-270/73-10, which was trans-

mitted to us by your letter of August 29, 1973, reports an apparent violation of Criterion XI, " Test Control," of Appendf B to 10CFR50.
Four accelerometers which were installed on the reactor coolant piping system had been relocated to four control rod drive motor tubes prior to the performance of the loose parts monitoring functional test and without the knowledge of the test coordinator.
This incident occurred because the letter requesting the change in location of the Icose parts accelerometers had not been properly communicated through the Oconee organization prior to the change.
In addition, the test coordinator failed to verify that test prerequisites were satisfied immediately prior to the conduct of the test.
The location of the accelerometers had been verified approximately one month before the test was performed, but before the accelerometers were relocated on the control rod drive motor tubes.
This incident has been reviewed by the Oconee Nuclear Station supervisory staff and by the Station Review Committee.
The Oconce Nuclear Station superintendent has issued a letter to all station supervisors requiring that system changes be made only on the basis of a request from station management, and that test coordinators must verify that all prerequisites have been satisfied immediately before the beginning of a test.
Additionally,

the test coordinator should, to the extent practical, personally verify that the steps of a procedure are satisfied.
