Dear Sir:

In letters dated March 22, April 12, and April 15, 1976, a situation was described in which the reactor vessel material surveillance specimen holder tubes for oconee Unit 3 were determined to be damaged. The reactor vessel surveillance specimens were removed, repairs were made to the holder tubes

and analyses were performed which demonstrated the acceptability of these tubes for continued operation for the duration of Cycle 1. By letter dated 4 April 16, 1976 an exemption was granted to the requirements of Section II.

i C.2 of Appendix H to permit operation for the remainder of Cycle 1 with k the capsules removed.

During the present refueling outage the existing holder tubes are being removed from Oconee-Unit 3. However, the Babcock & Wilcox Co. redesigned tube has not been qualified for service. Installation of a holder tube on Oconee 3 during this outage is therefore not considered feasible. It is our cu rent intention to either install new holder tubes on an Oconee unit next year and integrate the program for all three Oconee units, or to. combine the Oconee surveillance program with another "177 fuel assembly B&W reactor."

For Oconee 3, one surveillance specimen has been withdrawn with an equivalent exposure of 2.29 EFPY. This capsule is being analyzed as part of the reactor vessel surveillance program and will provide data for establishing the revised withdrawal schedule. At the conclusion of Oconee 3, Cycle 2, the reactor vessel exposure will be 2.03 EFFY. Thus it can be seen that there would be adequate margin between the present capsule irradiation sud the maximum

-achievable exposure at the reactor vessel' beltline at the end of Cycle 2.

Additionally, consideration of the lead factor experienced by the capsules when installed in the'new holder tubes will assure that capsula irradiation would continue to lead reactor vessel irradiation.

It is therefore requested, pursuant to 10CFR50, 550.12, that an exemption from the requirements of 10CFR50, Appendix H, Section II.e.2 be granted to permit the operation of Oconee 3, Cycle 2 with the reactor vessel material
