Dear Mr. Giambusso:

Duke Power Company hereby applies for an extension of time for completion of Oconee Nuclear Station, Unit 3, under construction pursuant to Pro-visional Construction Permic CPPR-35.

The original construction permit for Unit 3 called for completion of that unit by August 1, 1973.

This date was extended to June 30, 1974 by your order dated July 30, 1973.

As noted in the July 3, 1973 request for extension of the Unit 3 con-struction permit, only normal contingencies were provided for in the schedule which established the May, 1974 fuel loading date.

Listed below are those factors which had direct impact on the Unit 3 schedule and resulted in the indicated effective delays:

Modifications to high energy lines outside containment - two weeks 1.

Inspection and modification of the reactor coolant pumps as a result 2.

of the Unit 2 RCP seal failure - two weeks 3.

Materials Shortages - three weeks Oconee Units 1 and 2 had an indirect impact on the Unit 3 schedule due to a maintenance outage of Unit 1 from December 23,,1973 to January 18, 1974, and an outage of Unit 2 from January 22, 1974 to the present time for repair and modification of the reactor coolant pump seals and retrieval of the loose object in the Unit 2 lower reactor vessel head.

We now anticipate that Unit 3 will be complete and ready for fuel loading s

24,~1974. This schedule, however, does not include contingencies on. July for failure of vendors to meet-promised delivery dates of components or problems which may arise during the preoperational checkout of systems.

We hereby request that"the latest comp 1'etion date specified in the Con-struction Permit CPPR-35 be extended from June 30, 1974 to October 30, 1974.

As required by Sections 2.101 of the Commission's regulations,.a copy of this request for an extension of time for completion of Oconee Nuclear Station Unit 3 is being served on Mr. Reese A. Hubbard, County Supervisor of Ocone.e County, South Carolina, the county in which the facility is located.
