Dear Mr. Mathews,

By letter dated November 12, 2019 (Agencywide Documents Access and Management Systems (ADAMS) Accession No. ML19316A745), Exelon Generation Company (EGC, the licensee) requested relief from certain requirements of the American Society of Mechanical Engineers Boiler and Pressure Vessel Code (ASME Code),Section XI. In Relief Request I5R 04, Revision 2 (RR-I5R-04, R2), EGC proposed an alternative frequency for performance of the system leakage test of the isolation condenser (IC) shell and associated piping at the Dresden Nuclear Power Station (Dresden), Units 2 and 3.

The purpose of this memo is to provide you the results of the U.S. Nuclear Regulatory Commission (NRC) staffs acceptance review of proposed Relief Request I5R-04, R2. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.

The NRC staff has concluded that RR-I5R-04, R2, as proposed by EGC, provides sufficient technical information to enable the NRC staff to complete its detailed technical review and to make an independent assessment regarding the acceptability of the proposed relief request in terms of regulatory requirements and the protection of public health and safety and the environment. Given the lesser scope and depth of the acceptance review as compared to the detailed technical review, there may be instances in which issues that impact the NRC staffs ability to complete the detailed technical review are identified despite completion of an adequate acceptance review. If any additional information is needed, you will be advised by separate correspondence.

Based on the information provided in Relief Request I5R-04, R2, the NRC staff has estimated that this request will take approximately 105 hours0.00122 days <br />0.0292 hours <br />1.736111e-4 weeks <br />3.99525e-5 months <br /> to complete and that the issuance date will meet EGCs requested date of January 31, 2020. These estimates are based on the NRC staffs initial review of the application and they could change due to several factors including requests and response times associated with any necessary requests for additional information (RAIs) or unanticipated addition of scope to the review.

If there are emergent complexities or challenges in the staffs review that would cause significant changes to the initial forecasted hours or completion date, the reasons for the

changes, along with new estimates will be communicated to EGC during the staffs routine interactions with you.
