Immediate troubleshooting efforts disclosed abnormal control relay states, with #12 Diesel Generator Start relays in a condition calling for diesel start and the Start Failure relay actuated giving a diesel shutdown signal.

No initiating devices were found actuated. No circuit grounds nor faults were detected. Maintenance personnel reset control relays and the diesel was test run repeatedly with satisf actory results.

Circuit analysis by plant personnel has revealed no obvious means of causing event Indications as they occurred. Investigation to date has also included comparisons of maintenance records, surveillance records, plant computer alarm logs, and operator logs for indications of abnormal conditions or activities contributing to the event. This investigation is continuing. Additional troubleshooting may be required. A final report will, therefore, be prepared and ferwarded by March 1,1931.
