This refers to the special inspection conducted by Mr. I. T. Yin of this office
on November 3-4, 1980, at Nuclear Services Corporation, November 5, 1980, at

Reactor Controls, Inc., and November 13-14, 1980 at the site, of activities at
La Salle County Station, Units 1 and 2, authorized by NRC Construction Permits
No. CPPR-99 and CPPR-100 and to the discussion of our findings with
Mr. B. Shelton and others of your staff at the conclusion of the inspection.
The enclosed copy of our inspection report identifies areas examined during
the inspection. Within these areas, the inspection consisted of a selective
examination of procedures and representative records, observations, and inter-
views with personnel.
During this inspection, certain of your activities appeared to be in non-
compliance with NRC requirements, as described in the enclosed Appendix A,
and a written response is required.

We have met on the subjects of design control and audits several times in
.
the past, the most recent being on September 5, 1980. As the noncompliance
l
identified during this inspection appears to be repetitive in nature, we are
!
concerned about the implementation of your quality assurance program, including
your management control systems that permitted this occurrence.
Consequently,
in your reply, you should describe in particular, those actions taken or planned
to improve the effectiveness of your quality assurance program and management
l
control systems.
In addition, we understand that you will inform this office
l
in sufficient advance of your decision to lift the stop worir order to provide
'
our inspector an opportunity to review and evaluate your corrective actions.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2,
Title 10, Code of Federal Regulations, a copy of thir letter, t$e enclosures,

office, within twenty days of your receipt of this letter, to withhold such
