PROFESSIONAL QUALIFICATIONS DONALD B. BLACKMON My name is Donald B. Blackmon.

I am a Senior Engineer in the Design Engineerine Department, Duke Power Company.

My business address if 422 South Church Street, Charlotte, North Carolina.

I have been employed by Duke Power Company, since August, 1970.

During this period I have progressed in various I

responsibilities in the Design Engineering Department to my job responsibility as Section leader of the licensing current section of the Safety Review Analysis and Licensinc Division.

I am a graduate of The Citadel in Charleston, South Carolins with a degree of Bachelor of Science in Civil Engineer-ing.

In addition to my undergraduate degree, I have taken graduate level courses in business and management at the Univer-sity of North Carolina at Charlotte.

I am a member of the Southeastern Electric Exchance En-vironmental Committee and the Atomic Industrial Forum's Subcom-mittee on Emergency Prepardeness and Siting Policy.

I am a member of the American Society of Civil Engineers and the American Nuclear Society.

I am a Registered Professional Engineer in North Carolina and South Carolina.

My employment at Duke Power Company in the Design Engineer-ing Department has been principally directed toward responsi-bilities in power plant sitinc and associated environmental impact and engineering studies.

I was responsible for the coordination and preparation of the Environmental Reports

O associated with the Construction Permits for the Catawba, Cherokee, and Perkins Nuclear Stations, and for the Operating License-Environmental Reports for the McGuire and Catawba Nuclear Stations.

I was responsible for and supervised demo -

graphic studies for the Oconee, McGuire, Catawba, Cherokee and Perkins Nuclear Stations.
