REVIEW 0F AMENDMENT APPLICATION DATED NOVEMBER 9,1979, HIGH-DENSITY SPENT FUEL RACKS, 07002913A0lS

Background

The Sequoyah Nuclear Plant Units 1 and 2 share a common spent fuel storage pool that was originally designed for storage of fuel at 13 inch center-to-center spacing, with each assembly encased in 0.25 inch stainless steel.

The subject application requests authorization to store new fuel for both reactors in new high-density spent fuel racks that would replace the original spent fuel racks and covide 10.375 inch center-to-center spacing, with boron neutron absorber plates around each assembly.

Subse amendment application, a full power operating license (0L)quent to TVA's for Sequoyah Unit I was issued (September 1T,1980) that includes authorization for storage in the revised spent fuel racks.

Issuance of the OL for Unit 1 automatically cancels the Part 70 license (SNM-1716) for Unit 1 through the termination provision of Condition 4.

Amendme'nt of SNM-1863, the Part 70 license for Unit 2, is needed to authorize storage of new fuel for Unit 2 in the new spent fuel racks, since the storage approval in that license is based on the originel rack designs.

Discussion The fuel assemblies for Sequoyah Units 1 and 2 are of the same design.

The spent fuel pool with modified racks has already been approved for storage of fuel assemblies for Unit 1.

Except for the change in the design of the spent fuel racks, the safety controls for storage are the same as those forming the basis for approval of storage in the original spent fuel racks.

(See Safety Evaluation Report dated October 2,1979, for issuance of SNM-1863.) These controls include requirements to limit fuel assembly movement to one at a time and to ensure free drainage if plastic assembly covers are used.

,. OCT 311980 The f1RR Project Manager, Mr. Carl Stahle, and the Resident Inspector, Mr. Steven Butler, have stated that they have no objection to i.ssuance of the amendment.

Reconmendation Based on the facts summarized above, issuance of the requested license amendment is recommended.
