DPR-71 AND DPR-62 REQUEST FOR REVISION TO TECHNICAL SPECIFICATIONS CONTROL ROD DRIVE SCRAM DISCHARCE VOLUME CAPABILITY

Dear Mr. Ippolito:

This submittal is in response to your July 7, 1980 letter which requested that Carolina Power & Light Company (CP&L) propose technical specifications to provide surveillance requirements for SDV vent and drain valves and LCO/ surveillance requirements for RPS and control rod block SDV limit switches. Therefore, in accordance with the Code of Federal Regula-tions, Title 10, Part 50.90 and Part 2.101, CP&L hereby requests revisions to the Technical Specifications for the Brunswick Steam Electric Plant (BSEP) Unit Nos. 1 and 2.

CP&L has prepared the attached proposed technical specifications for control rod drive scram discharge volume capability in accordance with the format guidance provided by your July 7, 1980 letter. Changes to the existing Technical Specifications are indicated by vertical lines in the right-hand margins of the affected pages which are attached.

The proposed revised Specification 4.1.3.1.3 from your July 7, 1980 letter has been deleted from our submittal. This deletion was mada because cach of the surveillances referenced in this specification is already required if a control rod is to be considered OPERABLE. Each of the individual specifications contains detailed, appropriate action state-ments and all of them refer to Specification 3.1.3.1. Repetition of these reqalrements out of their proper context is redundant and confusing.

This deletion makes no change in the intent of your proposed specifications but is felt by CP&L to be absolutely vital for the sake of clarity.

No license amendment application fee is required since this sub-mittal is in response to a written Commission request as described in footnote 2 to 10CFR170.22.
