Dear Ms. Schwart:
Your Freedom of Information Act (F0IA) request of November 1,1979, for the verbatim extractions of. the General Electric " Reed Report" was responded to by Mr. Sheldon J. Wolfe on November 19, 1979.
The purpose of this letter is to provide you with the current status concerning the-General Electric (GE) " Reed Report."
In the past several mo...ns, the Cc: mission reviewed GE's proprietary claim under exemption 4 of the FOIA. The Commission was evenly divided on whether to withhold the Report.
Copies of the Commission's memoranda concerning this matter are enclosed.
On October 17, 1980, GE filed suit in Federal District Court to enjoin disclosure of the report.
The Federal District Court has ordered NRC not to disclose the report pending the resolution of the various claims. We will keep you advised as to the status.

This i's a request under the Freedom of Information Act.
I would like a copy of the following:
1)
The TMI-2 LESSONS LEARNED TASK FORCE STATUS REPORT AND SHORT TERM RECOMMENDATIONS { July 1979) made specific provision for imple-mentation of the short-term recommendations.
For all post CP plants which had not yet applied for operating licenses, the NRC was to. send a letter to the CP holder specifying par-ticular licensing requirements for that plant.
We would like a copy of the letter to Illinois Power Company, the CP holder for Clinton units I & II, as well as any other documents such.
as lists or attachments which may further specify design or procedural modifications necessary.
(Refbr to pg B-1, NUREG 0578).

All CP holders are required to provide the NRC with a letter of compliance within 30 days.
I would like a copy of this letter, as well as any attachments that may exist.

Attached to a letter (dated March 22, 1978) by Glenn G. Sherwood 79l/290NS

in the Reed Report.
I request a copy of that attqchment.

There was a Ietter dated May 26, 1978 from GE to the NRC.
This letter was in response to Roger Mattson's verbal request of May 1,1978.
There tat - is an attachment to that SL letter which' provided a status report on the 27 Iicensing issues identified j
in the Reed Report.
I would like a copy of this attachment.

The verbatim extractions of the Reed Report prepared by GE and supplied to the Black Fox interveners, j

Any NRC final decisions or opinons which incorporate or in any way rely on the Reed Report, including concurring and dissenting 1
opinions as well as orders or rules, and provisions for enforce-ment.

Any correspendence between Illinois Power Co. and the NRC i
pertaining to the above.
In the unlikely event that cspies of any of the requested information are denied, please describe the deleted material in detail and specify the statutory basis for the denial as v well as your reasons for believing that the alleged stqtu-tory justification applies in this instance.
This might help to avoid litigation at a future date.
The Amended Act permits reduction or waiver of fee if the request "is in the public interest because furnishing the infor-

mation can be considered as primarily benefiting the public."
I believe that this request plainly fits that category and ask you to waive any fees 5 U. S. O. Q 522 (a) (4) (K).
