Dear Mr. Peterson:
The letter from the National Audubon Society and several other organizations to NRC Chainnan Ahearne, dated September 24, 1980, regarding the Bailly construction permit extension proceeding has been referred to me for reply.
The letter expresses the opinion that the grant of the requested permit extension is a major Federal action sig11ficantly affecting the quality of the human environment for which a revised or supplemental environmental impact statement must issue. Several parties to the Bailly extension proceeding have raised a similar contention. The Staff is expected to reach a determination of whether an environmental impact statement or supplemental statement is required in connection with this proceeding in the near future.
In arriving at this determination, it will give appropriate consideration to the views excressed in the referenced letter.
