DOCKET NOS. 50-266 AND 50-301 TECHNICAL AND MANAGEMENT RESOURCES POINT BEACH NUCLEAR PLANT UNITS 1 AND 2 On October 10, 1980, we received your letter dated October 6,1980, concerning our request for proprietary treatment of infomation provided with our letter of September 18, 1979. This letter provided information describing the capabilities of the Wisconsin Electric Power Company manage-ment and technical staffs to respond to unusual events such as a Three Mile Island type accident. Our affidavit with that letter requested that the information provided be withheld from public disclosure pursuant to 10 CFR 2.790 and discussed our bases for that request.
In your October 6,1980, letter you have asked us to specify the exact infoimation in our attachments which must be withheld, to specify that the informat.lon is not available to the public by other means and to justify that the information could be utilized by others to disrupt and diminish such resources. To accommodate your request we have reviewed and appraised the information provided in the attachments to our September 18, 1979 letter and have now concluded that, with the exception of certain material provided in Attachment 4 to the letter, the information may be released for public disclosure.
For that material provided in Attachment 4, we have provided nerewith a non-proprietary copy of the attachment with the infomation which we believe must be accorded proprietary treatment deleted.
As discussed in our September 18 affidavit, this information is of a type customarily held in confidence by our Company and is not disclosed to A

As you know, the im-plementation of the numerous new regulatory requirements in the areas of plant modifications, operating training, operations staffing and facility regulation, inspection and review following the Three Mile Island accident has placed an unprecedented demand on qualified and trained technical man-power throughout the nuclear industry.
These demands are being made not only by the utilities, but by consulting and architect engineering firms, by recently established industry review groups such as INP0 and NSAC, and by the federal regulatory agencies.
In this highly competitive environment, information regarding the qualifications, location and availability of experienced personnel is aggressively sought by recruiting and personnel placement firms who are trying to meet these demands.
To provide these firms with a ready listing of the qualifications and experience of the key people at our facility would have a potential disruptive effect on our plant operations and could subject the individuals involved to persistant inquiry and harassment by these placement groups.
We have reviewed the pages from your consultant's report concerning WiscorJsin Electric's personnel which you are proposing to publish. These pages contain the very experience and training information for which we have requested proprietary treatment.
For the reasons discussed in our affidavit and reiterated above, we object to your public disclosure of the experience level and training information contained on these pages. We have modified a copy of those pages provided with your letter to remove the material we believe should be withheld. We would further note that the NRC has presented no argument or basis for making such information public. What useful purpose does publishing this specific personnel resource data serve? It appears to us from our review of the NRC consultants report, NUREG/CR-1656, that the cor:lusions stated in this document regarding the capability of utility manage-ment and technical resources is supportable without recourse to publishing the people specific experience and trainir.g data you have provided.
In conclusion, we maintain that, as originally requested, elements of the technical and management resources infonnation we have provided may be accorded proprietary treatment pursuant to 10 CFR 2.790. We have, in the attachment to this letter, specifically identified that material by deletion from our original attachment. Please contact us if you feel it is necessary to discuss this matter further.
