DOCKETS 50-266 AND 50-301 MANAGEMENT AND TECHNICAL RESOURCES APPLICATION FOR WITHHOLDING FROM PUBLIC DISCLOSURE POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 Enclosed is our response to your request, dated June 29, 1979, for infonnation describing the capabilities of the management and technical staffs at Wisconsin Electric Power Company to respond to unusual events sucl as the Three Mile Island accident.
We have provided this information in the format spacified by your information request.
We request that the information contained in the enclosure to this letter, and the attachments to the enclosure, be withheld from public disclosure pursuant to 10 CFR Section 2.790.
The accompanying affidavit sets forth the basis on which the infonnation may be withheld from public disclosure by the NRC, and addresses with specificity those considerations listed in paragraph (b)(4) of Section 2.790 of the Con 2nission's regulations.

Sol Burstein, being first duly sworn, on oath states that the state-ments of fact set forth in this Affidavit are true and correct to the best of his knowledge, infomation and belief, and that '.his verification is made by affiant for the reason that Wisconsin Electric Power Company is a corporation and he is an officer of such corporation, to-wit, Executive Vice President of such corporation, and is duly authorized to make this verification for and on its behalf.
(1) This Affidavit is being made in conformance with the provisions of 10 CFR Section 2.790 of the U. S. Nuclear Regulatory Commission's (the Commission) regulation and in conjunction with the application for withholding accompanying this Affidavit.
(2) Pursuant to the provisions of paragraph (b)(4) of Section 2.790 of the Commission's regulations, the following is furnished for consideration by the Comnission in determining whether the informa-tion sought to be withheld from public disclosure should be withheld:
(1)
The infomation sought to be withheld from public disclosure is owned and has been held in confidence by Wisconsin Electric Power Company.
(ii)
This information is of a type customarily held in confidence by Wisconsin Electric Power Company and is not disclosed to the public. Wisconsin Electric Power Company's rational basis for this action is based on the belief that providing such infomation concerning the human resources of the Company could be utilized by personnel placement :.ervices and others

to disrupt and diminishes such resources, and to otherwise disadvantage the Company and its competitive position in attracting and retaining capable individuals.
(iii)
The information is being transmitted to the Commission in confidence and, under the provisions of 10 CFR Section 2.790, it is to be received in confidence by the Commission.

The infonnation is not available in public sources.
