- 7. dated May 8, 1961, requested authorization to install the control circuitry necessary to initiate a trip of the boiler feed pumps in the event of a scram when the reactor is operating at a power level

A loss of load accompanied by an immediate reactor scram results in a reduction in the temperature of the primary system. The effect of this temperature reduction is to decrease the shutdown margin, which is particularly significant at the beginning of core life when this margin is at a minimum. of the primary system, thereby preserving an adequate shutdown margin i
even at the beginning of core life.
Based on our review of the Proposed Change, we have concluded that it should contribute to safer operation of the facility and that it does not present significant hazards considerations not described or Iwplicit in the license application. We have further concluded that there is reasonable assurance *'.: the health and safety of the public will not be endangered by operacion of the facility as proposed.
