Gentlemen:
This refers to your request dated May 1,1961 for AEC authorization to make Proposed Change No. 5 in your facility pursuant to paragraph
- 3. A. of License No. DPR-3, as amended.
We have reviewed the proposed addition to the Technical Specifications attached as Appendix A to License No. DPR-3 and have found that assump-

tion of a dilution factor of 1000 for radioactive noble fission gases, 1.. =.
as proposed, does not present significant hazards considerations not l
described or implicit in the license application as amended to F-

January 12, 1961, and there is reasonable assurance that the health and safety of the public will not be endangered by operation of the facility as proposed. A copy of our analysis of the operation of the facility as proposed is attached hereto.
j In view of the foregoing, authorization is hereby granted to Yankee Atomic Electric Company to revise the first sentence of paragraph E.2.f.(3) of the Tecimical Specifications which are attached as Appendix A to License No. DPR-3 in accordance with Yankee's Proposed Change No. 5, dated May 1,1961 to read as follows:
"As determined at the point of discharge from the primary vent stack and averaged over a period not exceeding one year, the concentrations of radioactive gaseous wastes discharged shall not be in excess of 1000 times the limits specified in Appendix B, Table II, 10 CFR 20."
