This refers to your request dated July 21, 1961 for AE authorization to make Proptsed Change No. 9 in your facility pursuant to paragraph 3. A. of License No. DPR-3, as emended.
We have reviewed the proposed change and have found that provision for

access to the vapor container while the reactor is at power under the F
conditions proposed, as modified hereunder, does not present significant hazards considerations not described or implicit in the License Application

as atended to June 23, 1961, and there is reasonable assurance that the health and safety of the public will not be endangered by operation of the facility as proposed with the modifications described hereunder.

A copy of our hazards analysis of the operation of the facility as i
proposed is attached hereto.
In view of the foregoing, authorization is hereby granted to Yankee Atc=ic Electric Company to revise Section II.A and Section II.B.4 of Maintenance Instruction No. 506 D, of the License Application to read as follows:
