This refers to the telephone conversation between you and Mr. G. Smith of this office on September 30, 1980 regarding certain matters affecting your Emergency Preparedness capabilities at your Vermont Yankee Nuclear Generating Station.
These matters were identified during the Health Physics Appraisal conducted from September 22 to October 3.1980 and were discussed with you, Mr. L. Heider and other members of your staffs by Mr. P. Knapp of the Health Physics Appraisal Team at an exit interview conducted on October 3, 1980.
With regard to the matters discussed, we understand that the following actions will be undertaken and completed prior to the resumption of operation of Vermont Yankee Nuclear Generating Station:
1.
Develop and implement action levels for declaring site and general emergencies.
Such action levels will be based on instrumentation readouts in the control room which are readily accessible to personnel responsible for classifying emergency situations.
2.
Train all individuals assigned responsibility for emergency classification and dose assessment and projection to ensure that these individuals understand the changes developed per item 1. above, and are able to perform their assigned duties.
