Gentlemen:
This refers to the inspection conducted by Messrs. St 4 eter, Spessard,
and Westerman of this office on December 18-20, 1974 at the Yankee
Nuclear Power Station, Rows, Massachusetts of activities authorized
by AEC License No. DPR-3 and to the discussions of our findings
held by Messrs. Streeter, Spessard, and Westerman with Mr. Autio and
other members of your staff at the conclusion of the inspection,
and to n subsequent telephone discussion between Mr. Streeter and
Mr. Jones on January 7, 1975.
Areas examined during this inspection are described in the Regulatory
Operations Inspection Report which is enclosed with.this letter.
Within these areas, the inspection consisted of selective examinations

of procedures and representative records, interviews with personnel,
and observations by the inspector.
Our inspector also verified the steps you had taken to c.rrect the
violations brought to your attention in a letter dated November 14,
1974. We have no further questions regarding Items II.1 and III.2.
Your actions on Items II.2 and III.1 have not yet been completed and
will be inspected at a later date.
In addition, car inspector examined those activities conducted under

your license relating to the subjects covered in your letter to
'
Region I dated December 2 and 10, 1974, (A0 50-29/74-6) and September
18, 1974 (discrepancies between calculated and measured control rod
worths). We have no further questions regarding A0 50-29/74-6. 'four
j
resolution of control rod worth discrepancies will be evaluated further
at a later date.

During this inspection, it was found that certain of your activities
appeared to be in violation of AEC requirements. The items and
references to the pertinent requirements are listed in the enclosure
to this letter. This letter constitutes a notice sent to you
pursuant to the provisions of Section 2.201 of the AEC's " Rules

Section 2.201 requires you to submit to this offica within 20 days
of your receipt of this notice, a written statement of explanation

in reply, including: (1) corrective steps which have been or will

be taken by you, and the results achieved; (2) corrective steps
which will be taken to avoid further violatiens; and (3) the
date when full compliance will be achieved.
As indicated in Enclosure 1 to this letter, the violation related
to reduced Low Pressure Safety Injection pump flow rates has been

satisfactorily addressed in your letters to Region I dated

December 11, 1974, and to the Directorate of Licensing dated
December 12, and 30, 1974. Also indicated in the enclosure is

the fact that you are caking action acceptable to as to correct
i
the problem of QA records not being maintained in fireproof files.
We have no further questions at this time regarding these violations
and your response to this letter need not address these items.

letter and the enclosed inspection report will be placed in the

necessary that you make a written application within 20 days to

this office to withhold such information from public disclosure.

Any such application must include a full statement of the

reasons on the basis of which it is claimed that the information

info mation identified in the application is contained in a

separate part of the document. If we do not hear from you in
