Dear Sir:
In order to comply with your order for Modification of License (Reference 2), a revised ECCS analysis was submitted (Reference 3).
In that submittal no changes to the plant Technical Specificatiens were proposed.
It is our intent to limit reactor operation to the 11.50 kw/ft indicated in your order (Reference 2) even though analysis (Reference 3) indicates that operation at 13.01 kw/ft maintains a' margin in excess of 200 F to the 10CFR50.46 limit of 2200 F.
Plant measurements indicate that the peak linear heat rate will be below 10.5 kw/f t for any antici-pated mode of operation during the remainder of the cycle. Furthermore, since plant coastdown is in:minent, this peak linear heat rate will decrease for the remainder of the cycle (the plant is scheduled for a refueling shutdown on October 18, 1975).
For these reasons we do not intend to modify the plant Technical Specifications.
This supplement to the Proposed Change No. Il7,has-been reviewed by the Nuclear Safety Audit and Review Committee. "
