Region I Inspection Report 50-29/77-11

Section 2 of the referenced inspection report discusses the CILRT recently

conducted at Yankee Rowe.

Despite the apparent low value of the mass

.,"

point leakage (0.0094%/ day), the acceptability of the test remains in

question as a result of improper system lineups and insufficient mass

injected into containment during the pump back supplemental verification

test. The licensee intends to perform Local Leak Rate Tests and make

Type C corrections to the Type A test to correct for the improper valu

lineups. These will be reviewed upon submittal of his report.

Region I

has issued a flotice of Violation for the verification test but recommends

that this not be a cause for rejection of the test results.

Preliminary

analyses of the pump back data indicate close agreement (5% of maximum

aliowable leakage over 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />) between the metered values and those

measured with the CILRT instrumentation.

It is requested that IE Head-

quarters concur with this recommendation.
