23 Docket No." 50-29 Yankee Atomic Electric Company ATTN:
Mr. G. Carl Andognini, Assistant to the Vice President 20 Turnpike Road Westboro, Massachusetts 01581 r
Gentlemen:
Your letter dated September 13, 1974, provided the results of Yankee's evaluation of postulated spent fuel cask drop accidents at the Yankee-Rowe plant. We find that the information you have submitted is not sufficiently responsive to the requests in our letters dated March 6 and July 30, 1974, to al'.ow the Regulatory staff to continue its evalu-ation of the spent fuel cask drop accidents.
The needed additional information has been discussed with Mr. L. Marsolais of your ' staff by telephone on Septe=ber 25, 1974, With respect to the reported results of your analysis of the effects of I
I an assumed cask drop in the spent fuel pool on the stractural integrity of the pool and the apparent uncertain adequacy of the available spent fuel pool water =ake-up capability, ve need more specific inforcation to conclude that this accident would not result in unacceptable consequences.
Your conclusica that critical components or equipment important to safety will not be i= paired by a cask drup because the cask does not travel over such plant features, needs to be further substantiated.
In this regard, a su==ary description of the cask La.dling and transfer operations, including sketches that illustrate the cask transfer paths relative to safety related features are needed by the Regulatory staff to confirm your conclusions.
t.
Uith regard to the planned modifications to the Yard Crane System, you j
should identify the basis for and the details of these modifications.
Although yoi indicated that offsite shipment of fuel from the Yankee-Rove plant will not be made before these modifications have been completed, you should provide your schedule for their implementation, as requested in our letter dated July 30, 1974. Additionally, you should advise us when you will subnit the design information on the spent fuel cask and the cask handling fixtures that you are planning to use for offsite shipment of 12-spcat fuel from the Yakkee-Rowe plant and the anticipated date of your next spent fuel shipuent.
