Yankee's letter dated December 31, 1974, to the Office of Inspection and Enforcement, Region I, has been referred to us for reply, since it involves J
licensing aspects relating to plant features described in the present Final 3
Hazards Sumary Report (FHSR).
w Your letter indicates that Yankee has removed the three-strand barbed wire perimeter fence which was installed about 1000 feet from the Yankee-Rowe plant as described in the FHSR, and that the description of this fence has been omit +.ed from Section 13.7 in the Final Safety Analysis Report (FSAR),
which you submitted to the Directorate of Licensing for review and approval.
You requested that you should no longer be required to comply with this requirement described in the FHSR. As you know, pursuant to 10 CPR Part S0, Section 50.59, you can make changes in the facility as Ascribed in the safety 4
naalysis report without prior Commission authorization, provided the changes do not involve an unreviewed safety question. However, such changes must be reviewed by your Nuclear Safety Audit and Review Committee and must be reported in the next semiannual operating report. The specific facility change, viz. the removal of the perimeter fence and its replacement by "No Trespassing Signs" does not violate the governing Physical Security Plan for the Yanhes-Rowe plant which we have previously approved, nor does it other-wise involve en unreviewed safety question. 'Iherefore, the action you have.
taken does not require Commission approval.
