Dear Mr. Denton:
My letter of October 10, 1980 transmitted draft copies of the McGuire special.ow-power test procedures and the accompanying safety evaluation of this test program. Duke prepared these draft procedures prior to Westinghouse's completion of the safety evaluation. These procedures are currently being reviewed against the safety evaluation and will be reviaed so that all of the low-power tests will be conducted in accordance with the safety evaluation.
The safety evaluation identified certain Technical Specifications exemp-tions required to conduct the test program. Included are exemptions for the Simulated Loss of All Onsite and Offsite AC Power test.
Although not required for the physical performance of this test these exemptions permit the test to be initiated shortly after completion of the previous low-power tests. Deletion of these exemptions would necessitate a time consuming reinstitution of certain reactor trips which have no effect upon the per-formance of the test.
