Dear Sir:
Attached are three signed originals and 40 conformed copies of License Change Application 69 requesting amendment of Operating License NPF-1.
This License Change Application has been evaluated to be a Class III amendment request and a check for S4,000 is attached in accordance with 10 CFR 170.
PGE has transmitted a copy of this request to the Oregon Department of Energy for their consultation.
Also attached is one signed copy of a Certificate of Service for License Change Applicatior. o9 to the chief executive of the county in which the facility is located and the Director of the State of Oregon, Department of Energy.
This License Change Application is based on the NRC model Technical

Specifications transmitted by the NRC letter of July 2, 1980 to all pressurized water reactor licensees. Please note that this License Change Application does not include the model Technical Specification Changes regarding Sections 3/4.3.2, " Engineered Safety Feature Actuation
(
System Instrumentation"; 3/4.6.4, " Containment Isolation Valves"; and 3/4.7.1.2, " Auxiliary Feedwater System", since Technical Specifications 40 for these items either already exist in the current Trojan Nuclear

Plant Technical Specifications or are under NRC review (LCA 57).

Clatk Actober 31, 1980 Page Two The NRC letter of July 2, 1980 also requested a license amendment to add conditions related to a System Integrity Measurements Program and Improved Iodine Measurements Capability. These license conditions are not included in this LCA, since these programs have already been prepared at the Trojan Nuclear Plan
- Ind NRC approval on their adequacy has been provided in the safe:
evaluation by the NRC Staff (NRC letter of April 23, 1980).
It is thus redundant and unnecessary to add a separate and special license condition for these items.
