By your application and affidavit, dated August 29, 1980, transmitted by Duke Power Company letter of September 4,1980, we received information concerning Low Pressure Turbine Disc Integrity on the McGuire Nuc! ear Station, Unit 1.

You requested that this information be withheld from public disclosure pursuant to 10 CFR 2.790.

Your reason for requesting withholding of this information was that release 1

of the information would jeopardize the competitive status of Westinghouse.

The informat. ion is not available in public sources and was transmitted to y

the NRC in confidence. The information enables Vestinghouse:

(1) to develop test inputs and procedures to verify the design

of Westinghouse supplied equipment; (2) to sell the use of this information to customers; and

(3) to sell services based upon the experience gained and 8

the test equipment and methods developed.

Public disclosure of this information is likely to cause substantial harm to the competitive position of Westinghouse since it would enchance the e

ability of competitors to design, manufacture, verify, and sell electrical 1

equipment for comerical turbine-generators without incurring similar development time or money.

I We have reviewed your application and material based on the requirements and criteria of 10 CFR 2.790 and have determined that the above-mentioned document sought to be withheld contains trade secrets or confidential an,d proprietary commercial information.

Pe therefore. approve your request for withholding pursuant to Section 2.790 I

of 10 CFR Part 2 and are withholding the information on Low Pressure Turbine Disc Integrity from public disclosure as proprietary.

Withholding from public' inspection shall not affect the right,-if any, of persons properly and directly concerned to inspect the docurrents.

If the f

need arises, we may send copics of this information to our consultants working in this area. We will, of course, assure that the consultants have sf gned the appropriate agreements for handling proprietary data.

If. the basis for withholding this information from public inspection should change in the future such that the information could then be made available for public inspection, you should promptly notify the NRC.
