Dear Sir:
As part of Florida Power's review of outstanding Technical Specification Change Requests we have identified TSCR No.17 as an inactive item.
Die Staff, by letter dated Novenber 11, 1979, requested submittal of a Techn).al Specification Change Request on Reactor Vessel Overpressure Protection (Overpressure Mitigation System) for Crystal River 3 as well as other P4R's.
Florida Power rcsponded to_ that request by letter dated January 23, 1978.
On June 20, 1979 (eighteen months later) the Staff answered with additional questions and a draft standard technical specification.
Florida Power once again responded to the Staff request and submitted Revision 1 to TSCRN 17 on August 2, 1979.
As no action has been, Florida Power respectfully withdraws Technical

Specification Change Request No. 17 in its entirety.
