This letter is to acknowledge receipt of your Inspection Report Number 50-440/
80-15, 50-441/80-14, attached to your letter dated September 12, 1980, which I received on September 15, 1980. This report identifies areas examined by Mr.
C. M. Erb during the inspection conducted August 19 through 22, 1980 Attached to this letter is our response to the item of noncompliance described in Appendix A, Notice of Violation. This response is in accordance with the provisions of Section 2.201 of the NRC's " Rules of Practice", Part 2, Title 10, Code of Federal Regulations.

RESPONSE TO ENFORCEMENT ITEMS s.
Below is our response to Appendix A, Notice of Violation, of United States f
Nuclear Regulatory Commission I. E. Report 50-440/80-15; 50-441/80-14 I.
Noncompliance 441/80-14 -g_1, A.
Infraction 10CFR50, Appendix B, Criterion XIII, states in part, that " Measures shall be estatlished to control the handling, storage, shipping, cleaning, and preservation of material and equipment in accordance with work and inspection instructions to prevent damage or deterior-ation."
CEI Project Administration Procedure 1301, Revision 1, paragraph 1.2, states that "... Procedures shall be established and implemented in accordance with ANSI N45.2.2 and Reg. Guide 1.38."
Paragraph 6.5 of N45.2.2 states that " Items released from storage and placed in their final locations within the power plant shall be in-spected and cared for in accordance with the requirements of Section 6 of this standard and other applicable standards."
Contrary to the above, during the period of August 19-22, 1980, the inspector found housekeeping conditions in the anchor bolt area of the reactor pressure vessel to be out of control. Water had accumu-lated and covered the lower end of the holddown studs and welding flux and other debris were also present in the area.
B, Response-1.
The responsibility for maintenance and housekeeping in the reactor pressure vessel sole plate area has been assigned to the Project Maintenance Activity Unit. Removal of water and debris from this area and the subsequent wirebrushing, cleaning, and application of a protective coating to the anchor bolts has now been completed.
2, The Storage Maintenance Requirements document was revised to require monthly inspection of this area by Project Maintenance Activity Unit personnel.

Full compliance has been achieved.
