Dear Sirs:

Pursuant to Section 50-59 of the Commission's Regulations, Yankee Atomic Electric Company hereby requests to make the following change:

PROPOSED CllANGE: Reference is made to Section 101 of the license application Safety Analysis, particularly page 101:18B and to Change No. 97.

We propose the following:

" Remove four removable Zircaloy clad fuel rods from a Zircaloy clad fuel assembly and replace them with four new Zircaloy clad 3.5 w/o enrichment fuel rods."

Reason for Change: As a continuing part of Yankee's program of fuel performance evaluation and because of the industry's concern with Zircaloy clad fuel and the recent problems of fuel densification and I

clad collapse, Yankee proposes to remove and replace four Zircaloy clad fuel rods from a Zircaloy clad fuel assembly.

Following removal of the fuel rods, a detailed inspection program will be conducted.

Nuclear performance calculations on power distribution and power peaking as well as a review of Core X transients and accidents l

have been completed relative to the replacement of four fuel rods in a fuel assembly.

The results of these evaluations are that the replacement of four fuel rods in one assembly has no measurable effect on power distribution, peaking, transients or accidents.

Safety Consideration:

In our opinion, the proposed change does not present significant hazard considerations not described or implicit N
