Fire Brigade Manpower Requirements and Prefire Strategies Yankee Atomic Electric Company has reviewed the discussions held between your staff and Yankee during recent telephone conversations and teetings dealing with two Staff Positions, one on Fire Brigade Manpower Requirements, the second on Prefire Strategies. This review has led to the following proposals.
1.
Fire Brigade Manpower Requirements We firmly believe that a three-man Fire Brigade, led by the Shift Supervisor, will be abic to cope with fires at our facility. However, to rescIve the apparent impasse between us on the subject, we propose the following.

understood that this proposal and commitment are made without prejudice to future rulemaking proceedings on this topic. We propose a three (3) maa Fire Brigade for each shift, consisting of three fully trained _ fire fighting personnel i
including the Shift Supervisor as Fire Brigade Leader. In addition, there will-be on each shif t two (2)L support personnel, whose primary responsibility is in a support role to the three Fire Brigade personnel. These support personnel will receive the training necessary to perform their support roles only.
It is understood by us in making this commitment -that. these support personnel can be Security personnel taken from the security compliment regularly on site to deal with plant security. This is not a commitment to hire new security personnel for Fire Brigade support duties.

in all areas containing equipment required for safe shutdown and areas presenting a hazard to safety-related equipment, in accordance with the guidance contained in Attachment No. 5 subsections d and e " Nuclear Plant Fire Protection Functional Responsibilities, Administrative Controls and Quality Assurance".
These plans should be simple and straight-forward, and may be documented as brigade training aids; but should be available for quick reference in a fire situation.
1 As you are aware, Yankee Rowe has been operating for some time with a three man fire brigade, with no support personnel. The. training and drill cycle for this i.
year is about over. Therefore, it will be some time before these support personnel i
can receive the full training required for them. The program will'be developed and integrated into the next yearly cycle.
In the meantime, although the support. personnel q
will be assigned to their support duties, they may not be fully trained.
In addition, 4
l while we will start the development of prefire strategies and integrate them into j
the Fire Brigade training program, it will again be some time before the program is l
fully implemented.
