The Nuclear Regulatory Commission (the Commission) has found that: A. The application for amendment by Yankee Atomic Electric Company (the licensee) dated August 19, 1975, and. supplement dated March 15, 1976, complies with the standards and requirements of

==: the Atomic Energy Act of 1954, as amended (the Act), and the ce=_g Commission's rules and regulations set forth in 10 CFR Chapter I;

B. The facility will operate in conformity with the application, the provisions o.f the Act, and the rules and regulations of the Commission; 7-C. There is reasonable assurance (i) that the activities authorized [: by this amendment can be conducted without endangering the health and safety of the public and (ii) that such activities will be ...} conducted in compliance with the Commission's regulations; D. The issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public; 'l E. The receipt, possession, and use of source, byproduct, and special nuclear material as authori:ed by this license amendment will be in accordance with the Commission's regulations in 10 CFR Parts 30, 40, and 70, including 10 CFR Sections 30.33, 40.32, 70.23, and 70.31; and F. ( = 8 2. Accordingly, the license is amended by revising Paragraphs 2.A, 2.B, and 2.C and adding new Paragraphs 2.D and 2.E as follows. The license is also amended by a change to the Technical Specifications as indicated ~in the attachment to this license amendment. m= 2. A. Pursuant to Sectic1 104b of the Act and 10 CFR ~5 Part 50, "Licensir., of Preduction and Utilization E Facilities", to possess, use, and operate the facility at the designated location in accordance s with the procedures and limitations set forth in this license; B. Pursuant'to the Act and 10 CFR Part 70, to receive, possess, and use at any time special nuclear material as reactor fuel, in accordance with the limitations for storage and amounts required for reactor operation, as described in the Final ifa:ards Summary Report, as supplemented and amended. fg7 r .C. (. 509:4 Radicactive Source f.eak Tests - Licensed radioactive scaled sources shall bc Icak tested for contamination. Tests for Icakage and/or nr contamination shall be performed by the licensee or by other persons specifically authorized by the Commission o'r an agreement State as follows: [1...;=

A. Each licensed scaled source except startup sources and fission detectors subject to core flux, containing radioactive =sterials, other than Hydrogen 3, with half-life greater than. thirty days and in any form other than gas shall bc tested. for Icahage and/or contamination at intervals not to exceed six months. In the absenes of a certificate frcm a transferor indicating that B. a leak test has been made within six months prior to the transfer, scaled sources shall not be put into use until tested. C. Startup sources shall be Icak tested within 31 days before being subjected to core flux and following any repair or maintenance. The Icakage test shall be capabic of detecting the presence of 0.005 microcuric of radioactive material on the test sample. If the test reveals the presence of 0.005 microcurie or core, of rc=ovable conta=ination, it shall inacdictcly be withdrawn from use, deconta=inated, and repaired, or be disposed of in accordance with Cc= mission regulations. F. Notwithstanding the periodic leak tests required by this Technical Specification, any scaled source is exempt from such Icak test when the source contains 100 microcuries or less of beta and/or gacma cmitting material or 5 microcuries or less of alpha emitting material.
