Containmer Electrical Penetration End Seals at Yankee Rowe During recent conversations with members of your staf f, Yankee has been made aware of potential problems with the end seals for containment electrical penetrations containing mineral insulated cables at Connecticut Yankee. Though we do not believe that the Connecticut Yankee tests are representative of conditions at Yankee Rowe, Yankee has decided to modify the af fected safety related end seals at Yankee Rowe. The proposed modification would incorporate the environmentally qualified design which has been recently installed at the Connecticut Yankee facility and qualified at the Franklin Laboratories.

Yankee is currently proposing to commence this modification following a plant shutdown on June 24, 1978.

It is presently felt that this allows adequate time for procurement of materir' and preparation of sufficient design change documentation and installation procedures.

In addition we are planning to initiate a test program to verify the integrity of the Yankee Rowe end seals under the Yankee Rowe environmental conditions. This testing will be initiated immediately on the sample end seals.

Any significant new findings resulting from these tests will be discussed with your staff if the need arises.
