EMERGENCY CCRE COOLING SYSTEM REOUNDANT LINE Attached are three (3) original and thirty-seven (37) copies of a request to

.:hange the Big Rock Point Technical Specifications. The enclosed change provides surveillance requirements for new valving as.,ociated with a new redundant line which provides backup cooling water to the col' pray recirculation heat exchang-er.

The new redundant line provides a permanent piping system to replace the fire hose which has served this function previously.

The requested change is required to make the Big Rock Point Technical Specifica-tions accurately refelect the "as-built" condition of the plant and its surveill-ance requirements. The modification requiring the change vill be performed dur-ing the 1980 refueling outage scheduled to commence on October 31, 1980, and to terminate on December 15, 1980. Thereforr, approval of this change vill be re-quired during this period so that plant startup may be accomplished with appropri-ate Technical Specifications.

This change has been determined to be a Class III change pursuant to 10 CFR 170.22; a check in the amount of $h,000 is attached.

It should be noted that our Technical Specifications change request dated October 1, 1980, for the fire protection system automatic isolation valve also affects Section ll.h.l.h. A and that issuance of both changes concurrently would simplify Technical Specifications revision.
