Modifications and Additions to the Yankee Rowe Technical Specifications to Provide for Redundancy in Decay Heat Removal Capability Pursuant to the request for a license amendment delineated in Reference (b) and Section 50.59 of the Commission's Rules and Regulations, the Yankee Atomic Electric Company hereby requests the authorization to make the following changes to the Operating License:
PROPOSED CHANGE:
Reference is made to Yankee Rowe Operating License No. DPR-3.
We propose to modify the license as follows:
Appendix A, Technical Specifications:
A.
Replace pages IV, VII and XII of the index with the attached revised pages IV, VII and XII.
B.
Replace pages 3/4 4-1 and 3/4 4-2 of Section 3/4 4 with the attached revised pages 3/4 4-1 and 3/4 4-2.
C.
Addition of new pages 3/4 4-2A through 3/4 4-2C to section 3/4 4.

REASON FOR CHANCE:
Reference (b) requested Yankee Atomic Electric Company to submit a license amendment application for the purpose of incorporating applicable specifications to provide reasonable assurance that redundancy in decay heat removal capability will be maintained in all modes of operation.
Model standardized technical specifications were provided as Enclosure 1 to Reference (b). The intent of these specifcations was to provide guidance in the scope and types of specifications required to assure that facility operation is maintained within the limits determined acceptable.
Using these model technical specifications as guidance, we have determined that certain revisions to the Yankee Rowe Technical Specifications are appropriate. These revisions are identified above and in the attached technical specification pages, and are consistent with the scope of the existing Technical Specifications.
BASIS FOR CHANGE:
The addition of these requirements into the Yankee Rowe Technical Specifications is intended to comply with the appropriate requirements and actions requested in Reference (b) and to provide reasonable assurance that the applicable systems will be available to aid in preventing or mitigating the consequences of an accident.
SAFETY CONSIDERATIONS:
The proposed changes to the Yankee Rowe Technical Specifications provide reasonable assurance that the facility is maintained within the limits determined acceptable for all situations requiring decay heat removal capability.
It was concluded that the changes did not present any significant hazards not described in the safety analysis report, and did not involve an unreviewed safety question as described in 10 CFR 50.59.
This change has been reviewed by the Yankee Rowe Nuclear Safety and Audit Review Committee.
FEE DETERMINATION:
This proposed change requires an approval that involves a single safety issue and is deemed not to involve a significant hazards consideration. For these reasons, Yankee Atomic Electric Company proposes this change as a Class III Amendment. A payment of $4,000.00 is enclosed.
