RE: YANKEE-ROWE AT0tilC POWER STATION By letter dated December 1,1976, we sent sample fire protection Technical Specifications to you for your guidance in proposing Technical Specifications. You responded by application for license amendment dated March 15,1977. Based on your response, the responses of all other licensees of operating power reactors and further review and considera-tion by us, we have revised the sample Technical Specifications and are enclosing a copy for your guidance. These revisions do not change the i
scope of the equipment or administrative controls covered by the h
previous sample fire protection Tecnnical Specifications. However,

corrective measures to be taken in the event a liniting cendition for j.,
operation is not tet. There have also been changes in the surveillance frequency on sone items for consistency with the overall system surveillance scnecule.
Upon ccmletion of our evaluation of the fire protection program for your f acility, the Technical Specifications for your facility are to be revised to incorporate all elenents of the final fire protection systems and ac:.iini-strative controls. Allowance will be made for coaifications that recuire additional time to complete by naking certain equipment or system specifi-cations effective at the time such equipnent is installed and operable.
In the interim, until we are able to conplete our evaluation of your fire protection submittal, we will require implementation of fire protection Tecnnical Specifications on :.e existing fire protection equipnent and ct:ninistrative controls at your plant. Therefore, you are requested to resuoait such proposed interin Technical Specifications within 20 days of
