ISSUANCE OF AMENDMENTS NO. 2 TO CONSTRUCTION PERMITS - MIDLAND PLANT, UNITS 1 AND 2 The Nuclear Regulatory Commission has issued Amendment No. 2 to Construction Permit No. CPPR-81 and Amendment No. 2 to Construction Pennit No. CPPR-82, which were issued to you for construction of the Midland Plant, Units 1 and 2.
The Amendments have been issued pursuant to the Memorandum and Order by t* e Atomic Safety and Licensing Board, a copy of which has already been sent to you. The Amendments add certain antitrust conditions to the construction permits.
Since the amendments only involve the addition of antitrust conditiores, this action involves no safety questions or environmental impacts; i.e., this action does not involve a significant hazards consideration, does not constitute an unreasonable risk to the health and safety of the public, and is not inimical to the common defense and security.
In addition, the issuance of these amend-ments will not result in any significant environmental impact and pursuant to 10 CFR Section 51.5(d)(4) an environmental impact statement or negative declaration and environmental impact appraisal need not be prepared in connection with issuance of the amendments.
Copies of Amendment No. 2 to CPPR-81, Amendment No. 2 to CPPR-82, and a related notice, which has been forwarded to the Office of the Federal Register for publication, are enclosed.
