Dear Mr. Counsil:
By letter of July 9,1980 you provided the results of turbine inspections that were performed during the recent refueling outage of the Haddam Neck Plant.
We had requested this information so that the staff could determine if any licensing action was required before the plant resumed operation.
At the conclusion of our review of the inspection results we notified your staff by telephone that we had no reason to delay the scheduled startup of the Haddam Neck Plant. On the basis of our calculations, the two keyway cracks were of sufficient depth that the rotors of the low pressure turbines should be re-inspected within 17.5 months of the initial inspection.
This time frame is consistent with the staff's interim position that turbines operating with known cracks should be re-inspected prior to one-half the time for known cracks to grow to one-half of critical size.
This letter is being sent to you to document previous telephone conversations and to express our agreement with your plan to re-inspect the low-pressure turbine discs during the 1981 refueling outage.
The staff is continuing its analysis of fabrication and operation data for Westinghouse turbines.
We plan to review our interin position when this inforration, and the results of re-inspections of several turbines in 1981, have been evaluated.
We shall notify you if our reassessment affects Haddam Neck.
