Your letter of September 18, 1979, in response to our request of June 29, 1979, provided information describing the capabilities of your management and technical staffs to respond to unusual events such as the Three Mile Island accident.
You requested that this information be withheld from public disclosure pursuant to 10 CFR Section 2.790 and provided the basis for this request in an affidavit dated September 18, 1979. You stated that this informa-tion is of a type customarily held in confidence by Wisconsin Electric Power Company based on the belief that providing such information concerning the human resources of the Company could be utilized by personnel placement services.and others to disrupt and diminish such resources, and to otherwise disadvantage the Company and its competitive position in attracting and retaining capable individuals.
Your affidavit was not specific with respect to defining information which you did not consider proprietary. We therefore reviewed your application and total material based on the criteria of 10 CFR 2.790 and determined that a) some of the information contained in Attachment 2 and Attachment 4 to your submittal, consisting of resumes of management and plant staff '
positions, may be properly withheld although it is our belief that the majority of this information is available in other Yorms and b) none of the remaining information in your submittal, consisting mainly of organiza-tion charts and general descriptions of groups within your organization, could justifiably be withheld.
We therefore require additional information from you regarding Attachments 2 and 4 to your submittal. In order for us to conclude on any withholding you must a) specify the exact information to be withheld, i.e., specific informa-tion within a resume, b) specify that the information is not available to the public by other means and c) justify that the infonnation could be utilized by personnel placement services and others to disrupt and diminish l
such resources. Please submit this information within twenty days of receipt of this letter.

Wisconsin Electric Power Co. Our consultants have utilized the information which you subnitted to compile a listing of utility resources. This listing, which is included in Volume III of the consultants' report, contains a small. fraction of the resume information.
We have reviewed the information they have included in the listing and we find that, independent of the final determination following your next subnittal, its release to the public would 'aot be in conflict with any proprietary findings.
Although we have concluded that the consultants' report can be released as a public document we have withheld from the initial publication all cf those pages of the report which abstract resume information dealing with your personnel. Please advise us within twenty days of the receipt of this letter if you have any problem with the release to the 'public of a supplement to our consultants' report which will contain the information in the enclosure to this letter.
We note that the consultants' report will list similar information for 41 utilities. Six utilities made requests for withholding.
