Power Company notified your office of a potentially reportable deficiency concerning an apparent breakdown in the Quality Program of Service Level I paintings and coatings of concrete and steel surfaces inside the reactor con-tainment building. Please find attached our first interim report on the subject deficiency. The next interim report will be submitted to your office by January 29, 1981.

First Interim Report Concerning Service Level I Paintings &
Coatings October 21, 1980 DurAng a review of the Site Coating Program at the South Tex 0s Froject Electric Generating Station by Brown
& Root, several documentation discrepancies were identi-fied as presented in nonconformance report (NCR) S-G3519.
This prompted Brown & Root to initiate a thorough review of coatings records.
The result of this record review has revealed insufficient or incomplete documentation to sub-stantiate the quality of coatings applied to the Service Level I areas (i.e. Reactor Containment Building Internal Structures).
This condition was further substantiated by an investigation performed by an independent consultant.
The consultant's investigation report identified both quality documentation and applied coating deficiencies whose resolution will require performance of an extensive evaluation.
For this reason, the NRC Region IV Office of Inspection and Enforcement was notified by Houston Lighting
& Power Company on September 22, 1980 of this potentially reportable deficiency pursuant to 10CFR50.55 (e).
Brown & Root is currently pursuing resolution of this deficiency as follows:
1.
The independent consultant will develop a comprehensive testing program and provide certified personnel to evaluate the coatings in question based on test and inspection results.
2.
Any r' plied coatings which are rejected will be.. moved and reapplied, consistent with recently revised coatings specifications and application procedures.
3.
Should construction activities conflict with the testing program schedule, the applied Service Level I Coatings in the affected area will be considered rejec-table.
Such coatings will be removed and reapplied, in accordance with item 2.
above.
A description of the test and inspection program and i
our projected schedule for this activity will be provided in our next report.
A potential safety hazard could exist in that exces-sive peeling of the coatings could cause clogging of the sump strainers.
This situation is presently being evaluated.
