During performance of the scheduled loss of outside power and turbine trip surveillance test, the automatic 13 load progracnning sequence did not oper-ate. This is reportable as a degraded mode of LCO 4.6.1.d)3 per Fort St.
Vrain Technical Specification AC 7.5.2(b)2.
EVENT DESQtIpTION:
On September 26,- 1980, during a maintenance shutdown period, the semi-annual test of the standby diesel generators was conducted. The test verifies the automatic de-energization and load shedding f rem the essential 480V busses.
It also verifies that the standby diesel generstors start from ambient con-ditions on the auto-start signal and energizes the auto-connected (programmed) loads through the load sequencer. Refer to Figure 1.

did not start; therefore, the 1A program automatically took over and started to carry out the required actions as designed. Since the 13 program was to be tested, the test conductors terminated the test' at that point. Had an-actual loss of outside power and turbine trip occurred, automatic load j
sequencing would have been completed on the 1A program.
Electrical maintenance personnel examin :4 the 13 program Aquipment and found relay 286G13 had a wire interfering with contact 12/12C U3 This pre-vented e initiation of the 13 program, but did not interfere with contact 11/ llc which started the la program.

CAUSE
DESCRIPTION
Failure of the LB program to operate was due to a wire blocking the 12/12C contact of the 286G13 relay.. The wire had been inadvertently repositioned by being pulled somewhere along its length. This moved the wire into such a position that the 12/12C contact was blocked frca closing. The reason for the laterference of the wire and the relay is not determinable.
CORRECTIVE ACTION:
1.
The wire was repositioned such that it no longer interfered with relcy operation.
2.
The other wires on relay 286G13 and on the unaffected relay 286G1A were examined to insure there was no other interference.
3.
The surveillance test was satisfactorily completed.
4.
Electrical naintenance personnel have been informed of tae situ-ation and instructed to be cautious while performing their work.
No further corrective action is anticipated or required.
