Dear Paul:

This letter is our response to Mr. Harcld Denton's letter of March 28, 1980, to ALL POWER REACTOR APPLICANTS AND LICENSEES ON QUALIFICATIONS OF REACTOR OPERATORS. We are addressing item by item our required responses as follows:

Item 2C 1.

This item has been included in our Hot License Reactor, and Senior Reactor Operator Training programs and for Licensed Operators in the Requalification Training program.

2.

This program is under development along INPO guidelines.

The first part of the program up to Recognition of Core Damage, is to be developed by January 1, 1981, and implemented by April 1, 1981. Part 2 as information becomes available.

3.

Increased emphasis on reactor and plant transients is currently under way and will be continually upgra hd-Item 2E Licensed Nuclear Operations Instructors and Supervisors are currently enrolled in the Operator Requal Program and annually attend the trainer programs.

We have taken positive steps in our Licensed Operator Training programs to address the concerns and requirements raised in 'ooth Mr.
