' ITEM As required by 10CFR 50, Appendix B, Criterion V'and implemented by DPC Topical Report, Paragraph 17.1.5 activities affecting quality shall be prescribed by documented instructions procedures or drawings.

Contrary to the above, on August 21, 1980, instrument tray and tray supports j
were installed on safety related motors without approved drawings. The tray l
and tray supports were installed on the component cooling water pump motors j
which are safety related.
i This is an Infraction. A'similar item was brought to your attention in our letter dated September 28, 1979.
RESPONSE
l This item was documented on a Nonconforming Item Report on August 25, 1980.
The tubing tray and supports have been removed, the craf ts have been instructed in the requirements for field routed installations, and QC has re-inspected the installation. This type of violation is an isolated situation and does not require procedure revision.
Your letter referenced a similar item described in your letter dated September 28, 1979. We have reviewed this item and have determined that the item concerned a different situation.
In this incident equipment was installed utilizing design sketches instead of the released design drawings. Corrective action for this item was described in my response of October 19, 1979.
